As a U.S. diplomat, Ambassador Graham was involved in the negotiation of every major arms control and nonproliferation agreement from 1970 to 1997, including START, SALT, the CTBT, the INF Treaty, and the ABM Treaty, among many others. He participated in nuclear talks with more than 100 countries. For 15 years, Graham was general counsel for the Arms Control and Disarmament Agency, where he also served as acting director for one year.
